UN Council Endorses Trump's Gaza Strip Initiative

The UN Security Council has supported proposals put forward by President Trump for securing a long-term stability in Gaza, featuring the deployment of an global peacekeeping force and a potential avenue to a independent Palestine.

Broad Approval with Key Absent Votes

This measure was approved by a vote of thirteen supporting, with both China and Russia choosing not to vote. Washington's diplomat Mike Waltz informed the council chamber that it charted “a different path in the region for both sides and all the residents of the region alike”.

Negotiated Language on Sovereignty

The inclusion of mentions to an independent Palestine was the price the US agreed to for endorsement from the Muslim nations, who are likely to provide security forces for the global force.

“The transitional arrangements that we embark on today must be executed in accordance with legal norms and upholding Palestinian self-determination,” the UK chargé d’affaires stated.

Netanyahu's Opposition Continues

Nonetheless, on the brink of the council decision, PM the Israeli leader restated his cabinet's firm resistance to the creation of a sovereign Palestine, raising questions on whether Tel Aviv will accept the enactment of the internationally endorsed measures.

Main Elements of the Resolution

  • Swift elimination of remaining curbs on relief supplies into the strip
  • Establishment of an international stabilisation force
  • Progress on restoration and a possible “avenue to Palestinian independence and nationhood”

Unclear Wording and Conditions

The reference to sovereignty was a compromise addition to an first US version which excluded it. Yet the phrasing is ambiguous and contingent, declaring only that once the Palestinian Authority has reformed itself and the reconstruction of the territory is advancing, “the situation may eventually be in place for a credible pathway to Palestinian independence and sovereignty.”

Global Reaction

The phrasing did not meet of the firm commitment to the establishment of a sovereign Palestine alongside Israel sought by Arab countries, as well as European delegates, but in speeches to the chamber after the decision, representatives from those countries said they were willing to endorse the compromise in the interests of continuing the current truce and swift steps to provide for and safeguard the over two million Palestinian people in Gaza.

“We has eventually decided to vote in favour of this document, a resolution that we approve its primary aim, namely the preservation of the truce and the establishment of conditions allowing the Palestinian people to exercise their immeasurable rights to self-determination and statehood,” Algeria's representative declared.

Execution Hurdles

The proposal gives general supervisory power to a “peace board” headed by the US president, but of undefined composition. The group has to inform the United Nations but it is not required to follow the wishes of the United Nations or by the Palestinian leadership.

Furthermore, it demands the formation of a Palestinian technocratic committee that is supposed to run daily administration of the Gaza Strip and the distribution of aid, but it is far from clear who would be involved.

Security Force Mission

The authority of the ISF gives it authority to disarm and dismantle armed groups in the strip, but it is quite ambiguous that would-be troop contributors would be willing to face such organizations. Not a single nation has yet pledged to contributing forces.

Additionally the requirements for reform of the Palestinian Authority, the prerequisite towards progress on independence, have been unclear.

European officials said they considered it urgent that the names of the expert panel to deliver services was determined as without delay.
